A Flash test is also known as a High Potential Dielectric Strength test and is a  test which is usually performed at 1500 volts AC for a Class I and 3000 volts AC for Class II.

It is a high voltage test which proves the integrity and performance of the electrical insulation.

This test was a common part of PAT testing up until the IET Code of Practice 2nd Edition was published.

The 2nd Edition stated that Dielectric Strength testing is not carried out during PAT testing procedures but is carried out as part of the manufacturing procedure. The subsequent IET Code of Practice 3rd Edition also reiterates this.

This means that flash testing is not usually a part of a PAT testing anymore and is now a manufacturer's test, so PAT Technicians should not need to carry one out.
